The Global Talent Acquisition organization at PayPal is a fast-paced, highly motivated team of professionals focused on bringing in the highest level of talent to help drive the business forward while delivering a best in class candidate experience. The Talent Acquisition Recruiter is a key member of the team, responsible for the end to end hiring process and overall hiring experience for various business functions at PayPal. _ This position is part of our North America team located in Hunt Valley, Maryland. _
Partner with the hiring manager to understand hiring requirements, complete the talent request briefing/Intake session setting realistic expectations and education on the end to end hiring process at eBay Inc.
Manage the end to end hiring activities of assigned requisitions, delivering an efficient and effective service to all involved in the hiring process, ensuring that all coordinate activities and logistics are communicated and managed correctly.
Coach and guide hiring manager on Talent Acquisition related policies, processes and interview skills.
Monitor and ensure 100% compliance of hiring process activities including KROLL/HireRight/Sterling background checks, SkillSurvey assessment and eBay Inc. account review process and resolve any discrepancies that may arise prior to completion of the hiring process.
Ensure all coordination activity is consistent and compliant with Global/Regional eBay Inc. policies as appropriate and all agreed activities are completed in an accurate and timely manner e.g. ATS updates, job postings, compliance, interview scheduling, assessments, reporting and any other activities relating to the hiring process.
Generate candidate pipeline through a range of sourcing channels for all open requisitions utilizing the most effective and cost efficient sourcing methods available.
Conduct on-going market research and analysis to develop innovative and effective sourcing strategies, providing market intelligence to the business as required.
Develop and maintain professional relationships with employment agencies, colleges, university and community college placement offices as a source to generate qualified candidates.
Assist in identifying, organizing and attending job fairs/career events as appropriate on behalf of eBay Inc.
Conduct thorough pre-screen activities in line with eBay Inc. and job requirements, presents a shortlist and recommendations of the most suitable candidates for consideration for assigned requisitions.
Prepare, present, and negotiate job offers in a timely and efficient manner in accordance with eBay Inc. compensation and benefits guidelines.
Manage and actively participate in Talent Acquisition related projects of varying complexity, importance and priority.
Contribute to the development of the annual Talent Acquisition planning, budgeting and strategy development.
Represent the Talent Acquisition team positively in relationships and communication with the Human Resource Business Partner's (HRBP's), MyHR, Centres of Expertise (COE's), business leaders and with other Global Talent Acquisition (GTA) team members.
Prerequisite Knowledge & Proficiencies
Ability to build and manage relationships with internal and external customers including business partners, users, vendors, project teams and management leaders demonstrating the highest levels of integrity and discretion
A good level of Talent Acquisition best practice expertise, broad organizational knowledge of Talent Acquisition systems and legislative regulations
Superior interpersonal and negotiation skills; demonstrated effective listening and questioning skills and is comfortable dealing with all levels in the organization
Ability to work independently and to manage and handle multiple tasks of an urgent nature, whilst ensuring a professional level of tact and diplomacy with all levels of management
Excellent written, verbal and interpersonal communication skills with the ability to communicate and deal with all levels in the organization in a clear, timely and effective manner
Multi-lingual capabilities may be required according to region and position
Ability to learn and adapt quickly to new knowledge related to Talent Acquisition systems and processes
Strong technical and systems aptitude with a working knowledge of Microsoft Office Suite
Customer-focused with ability to positively champion eBay Inc. and the GTA organization internally and externally
Resilient and self-confident with the ability to think on your feet while under pressure

Work experience requirements:
Relevant recruiting experience (volume and/or specialist hiring) preferably gained within a global internet company, ecommerce or financial services environment typically required.

Experience using a hiring applicant tracking system required with Kenexa Brassring is preferred
Familiarity with basic employment legislation a plus

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
